An earthquake in rural Australia causes a dangerous leak at WALDO, a nuclear waste storage facility. Heinrich Schmidt, an engineer badly hurt in the accident, knows that the leak will poison the groundwater for hundreds of miles around, and wants to warn the public. His boss, however, is only interested in protecting himself, and believes the accident should be covered up, even at the expense of thousands of lives. Heinrich escapes from the facility, but is too badly injured to get very far. Lost in the woods and suffering from amnesia, he is rescued by Larry, an auto mechanic on vacation with his wife, Carmel. As Heinrich tries to piece together his memories of what happened, his boss' thugs are quickly closing in on the trio.

Dr. Jonathan Hemlock (Clint Eastwood) was a government assassin, who was sent to terminate, or as they call it "sanction" anyone who killed an American Agent. His former employer asks him to sanction two men who killed an Agent. When he refuses, his employer threatens to expose the artwork he has amassed with the money he earned working for them, to the I.R.S., knowing that he can't account for how he acquired them. So he agrees to one job, only which he does. When he refuses to do the second one, a woman he picked up took the money he was paid. Knowing his employer sent her, he confronts the man and tells him what he can do with himself. That's when he is told that the agent who was killed is an old friend of his, and the reason why they need him is because he's a mountain climber and the second man though unknown, is part of group who will be climbing the Eiger, which is a mountain that he tried to climb twice and failed. When he accepts after demanding a large fee, his employer tells him that a man against whom he has sworn vengeance, though not involved with the death of his friend, so he was not deemed a sanction, but he was the one who transported the information that was taken from him so they'll allow him to go after him. So he proceeds to go to a friend's mountain climbing school to train for the climb. While there the man shows up and wants to make a deal with him.

U. S. Navy Lieutenant Gregg Masterman (Robert Taylor), of THE Harvard and Boston Back Bay Mastermans, learned about the sea while winning silver cups sailing his yacht. He climbs swiftly in rank, and is now Junior Aide to Rear Admiral Stephen Thomas (Charles Laughton). In contrast,Lieutenant Commander Martin J. Roberts (Brian Donlevy), enlisted in World War I, and worked his way up gradually. He retired in 1935 but has been recalled as Executive Officer of the destroyer "Cranshaw." Impressed by Roberts' vigor, the rear admiral raises him to command of the destroyer "Warren,", an over-age World War I ship that has been recommissioned. Master laughs at Roberts' new command, only to have the Admiral assign him as the Executive Officer of the "Warren," under Roberts. The ship is to join a convoy which has already left Hawaii, bound for the United States. The Flagship of the convoy is the cruiser, "Chattanooga,' with Admiral Thomas in command. On the way, a lifeboat is sighted. From it are picked up two old sailors, two women and twenty babies. Their boat had been sunk while evacuating them from Hawaii. Roberts puts Masterman in charge of the infants. The destroyer reaches the convoy. That night, the Japanese attack the convoy, the "Chattanooga" is hit, and the enemy then turns its attention to the "Warren."
